On the link that ChazDude gave, there are other links that lead to the rules and guidelines of the other portals. I suggest you read them so that you know if your project would violate the rules.
Also, M-bot is just a bot. It's not a person. If a submission gets removed, that meas a moderator checked that submission. All M-bot does is send a message to inform you of the deletion.
